As of 6th April 2008, any construction project planned in England with a value of over £300,000 are legally required to include a site waste management plan (SWMP). It is expected that similar Site Waste Mangement Plan regulations will be introduced in Wales in late 2008. Site Waste Management Plans are already a mandatory requirement for construction projects which wish to comply with the code for sustainable homes.
Despite being a regulatory requirement, Site Waste Management Plans represent a useful tool for the contruction sector which, if properly applied can increase profitability and competitiveness, improve compliance with existing waste management regulation, support more sustainable contruction processes and reduce corporate risk. Additionally, Site waste management plans should integrate effectively with existing business planning and project management practices, adding value for little extra effort. In reality, however, some effort will be needed to align the requirements of Site Waste Management Plans with day-to-day practices.
Whilst a variety of freely available information and guidance does exist, the devil, as ever, is in the detail. Construction projects and sites vary widely around the UK. Making Site Waste Management Plans work for individual clients and operators so that they get the best value from the process can be a challenge.
